| Horspath Parish Council strongly opposes the unnecessary installation of the proposed 8 metre tall lighting columns in this sensitive Green Belt area. Members of Horspath Parish Council and the Oxford Green Belt Network have already made written representations to SODC explaining why this proposal for the installation of conspicuous 8 metre high floodlighting in the car park within the Green Belt should be refused. The proposal is not acceptable according to PPG2, which makes it clear that although Outdoor sports and recreation are acceptable forms of land use within the Green Belt, the facilities for these activities must preserve the openness of the Green Belt and protect the countryside from encroachment. There is already an effective floodlighting system at the sports ground and this, with the roadside lighting recently installed on Oxford Road, Horspath, by the County Council, provides adequate lighting for the car park. To add more would be to increase the sprawl of light at this location close to the sensitive rural Country Park of Shotover. All councils are being encouraged to approve only sustainable, efficient uses of energy. This proposed floodlighting would be an unnecessarily wasteful use of electricity. Horspath Parish Council encourages attempts to reduce crime in South Oxfordshire. In the case of this car park, this could be addressed by discreet, low level lighting that does not illuminate the surrounding countryside. With the use of infra-red lighting and 24/7 infra-red CCTV there is no need for floodlighting for security reasons. With the existing roadside lighting along Oxford Road, Horspath, immediately outside the entrance/exit to this car park, there is sufficient lighting for road safety reasons to eliminate the risk of any conflict of traffic at the well-illuminated entrance/exit to this car park. Perhaps some low-level lighting by the entrance might be required to make any pedestrians more visible to car drivers within the car park, but it must be emphasized that if it is dark enough to require the use of this type of lighting, any one driving a car towards the exit should be using the car headlights. The construction of 6 metre or 8 metre tall lighting columns would be an unwarranted intrusion on this strip of Green Belt, which separates the rural village of Horspath from the urban area of Cowley. The creeping urbanization of this important, slender strip of Green Belt should be strongly resisted by SODC. Horspath Parish Council would like to recommend that SODC encourages the Applicant to propose a more suitable lighting scheme in keeping with the rural surroundings, if, in fact, more lighting is necessary. |
